UK government publishes guidance: the EU AI Act will partly apply in Northern Ireland, covering only physical products with AI built in

The UK government has published guidance on how the EU AI Act will apply in Northern Ireland from 10 November 2026. Under the Windsor Framework the law applies only in part: it covers AI systems closely integrated with physical products sold there, such as AI safety components in toys and medical devices, road-traffic cameras and AR glasses. Standalone AI software and tools used through a browser, app or API are generally out of scope, and general-purpose model providers have no direct obligations there. Duties fall mainly on manufacturers, importers and distributors. Prohibitions, AI literacy and telling people they are dealing with AI apply from 10 November; marking AI-generated content from 2 December 2026; the two sets of high-risk rules from 2 December 2027 and 2 August 2028.

Why it matters

Companies selling AI-enabled hardware in the UK now need a separate compliance plan for Northern Ireland, while pure software and API services are largely unaffected.
